on star trek voyager, how is there a black vulcan?

that doesn’t make sense, even on star trek 2009, all vulcans look the same. in the star trek world, each planet looks the same and some represent races, like the klingons are russian in old star trek, and romulans are ancient rome.
so why the introduction of a black skinned vulcan – there were plenty of other blacks in each seies as humans – was it pressure from special interest groups?
