How difficult is it to drill and tap your own rifle?

I have a M91/30 Mosin Nagant. I wanted to add a PU style base and mount. The base comes with the required drill and tap. How difficult would it be for an amateur to do this safely and properly, without lessening the integrity of the receiver and chamber?

This is a tricky proposition for an amateur… no offense meant, but right now, you don’t have any business drilling into the receiver. Again, I mean you no offense, but you need the assistance of a machine shop, or qualified (notice I said “qualified”) gunsmith.

The very minimum? If you were in a pinch, I’d say a very good drill press, a good machine vise bolted to the table, a set of pilots, bits, reamers, and taps. Lay everything out, check where you’re going to cut, check again, and start with the pilots. Bore to exact size, and then finish with a reamer. Tap it by hand, as slowly as you can, making sure to take your time and not letting the tap hang up. Use a *LOT* of light machine oil while cutting and tapping. If need be, use a reverse tap to chase kerf up through the bored/threaded orifice.

That is the very minimum. If I were stuck with the tools of a Turkish Chicken Farmer, and HAD to do this, that would be the way. Otherwise, you better count on me locking it into my Bridgeport and boring the receiver.
