How do I cut out and paste decals from a model car kit?

I have this model car kit, and I was told for my first two kits, that I had to sort of cut around the stripe or license plate decal, or whatever it was, but that didn’t seem right. It always cut wrong and messed up whole thing. How do I get it out, what are some step by step directions. Thanks for the help!

Most decals need to be cut as close as you can to the stripe, emblem etc. so that the film they’re on doesn’t show up badly.Use a sharp X-acto knife. Once cut out, soak in water for a minute to release them. Decals should also go on a glossy surface, hopefully you painted car with gloss paint. Before sliding the decal onto model I use a product called Micro Set to help it lay down. You can also use white vinegar. Nudge decal into place and dab with tissue till dry. If it moves, apply more Micro set/vinegar and re-position. Let dry and proceed to the rest. When finished follow up with a clear spray to seal them.
