Kit Sealed

Both green lights turn on on my quick charge kit and starts blinking red when I connect a battery. Why?

I bought the quick charge kit brand new, sealed in it’s packaging, off of Ebay from some dude in China. I’ve had a quick charge kit for the past couple of years but I bought one on Ebay for my brother. Mine doesn’t do that. Does it do that because it’s made in China?

Quick charge kit for what? Xbox 360, PS3, what? Newsflash, most things today here in America are made in China. My 32” TV was made in China, my Xbox 360 was made in China, so I don’t think it does that just because it was made in China.
