Has anyone heard of any fueless propulsion systems?

This may sound vague so allow me to clarify. I’m interested in the possibility of very light flight, which, to be optimal, requires a lack of fuel as such. So I’m wondering about ‘fueless’ propulsion, something that does not require chemical fuel, but may be powered off of electrical energy ionizing the atoms in the air, sort of like an ion thruster, without the need for a supply of xenon gas or the like, but something that could utilize the air itself. Or anything similar. And also, would it be possible for something like that to fit in the palm of ones hand and produce enough thrust (with four thrusters that is) to lift say, a chunk of gold-aluminium-titanium alloy the size of an average male?

Such a device has been proposed for interstellar spacecraft, because no vehicle would be
able to carry enough fuel on board for extended flights.
The device which was first proposed by physicist Robert Bussard, is known as the
Bussard Ramjet engine. Unfortunately, it is not small enough to fit in your hand or provide
personal transportation. Rather, it is designed to propel an entire spacecraft making use of
naturally occuring interstellar hydrogen as its fuel source.
Basicially, it consists of an electromagnetic field that extends like a scoop many kilometers
from the ship. As the ship moves through space, this invisible funnel scoops up hydrogen
molecules which are concentrated and constricted by the magnetic fields, eventually undergoing
thermonuclear fusion, the energy of which is redirected to provide propulsion for the ship.

While this device is still theoretical, there is no reason it could not be built. In fact, something
similar to this is probably essential if we ever hope to travel between stars. Besides the advantage
of requiring no fuel, the Bussard ramjet becomes more efficient as velocity increases. Such a
device could conceivably attain relativistic velocity. Another advantage is that the electromagnetic
scoop would serve as a shield against the interstellar debris (dust, cosmic rays, etc.) that would
become a hazard to any ship that is traveling at velocities near light speed.
A disadvantage is that the ramjet requires high velocities to work, so that a more conventional
method of propulsion would be required to get the spacecraft moving, until it got up to a speed
where the ramjet could kick in.
